The absence of binary Windows packages was meant to be temporary. As
it happens, having an OCaml build environment for windows, moreover
one that does not cause redistribution problems (thus, not
Cygwin-based), is hard. Since we also need to ship a preprocessor, as
well as some SMT provers for the WP plugin, building the package also
takes a lot of manpower. If no windows binaries are available by the
next release, we will update the INSTALL file accordingly.
